SFFL Organizational Rules 1996-1997
The
Schedule
-
Each team shall play a head to head
13 game regular season schedule.
-
All teams shall play each divisional
opponent twice (8 games) and each cross-divisional opponent
once (5 games).
-
The top three teams in each division
shall make the playoffs.
-
Week #14 is the Divisional Wilcard
Playoffs. The third seed team of each division against the
second seed team, with the divisional leader taking a
bye.
-
Week #15 shall match the divisional
wildcard game winner against the divisional leader to
determine the Divisional Champions.
-
Week #16 shall match the Divisional
Champions in the Cross-Dressed Championship.
The Teams
-
Each team shall consist of 12
players:

2 - Quarterbacks

4 - Running Backs
-
4 - Receivers (WR's and/or
TE's)
-
2 - Kickers
-
A team QB and team Kicker will be
used, as opposed to individually named players.

The starting line-ups shall consist
of 8 players:

1- Quarterback

3- Running Backs
-
3- Receivers (WR's and/or
TE's)

1- Kickers
-
Fees:
-
-
A seasonal team participation fee
of $50.00 is required.
-
A nominal fee (~$2.50) for league
administration software is also required.

Optional waiver fees may also be
assessed. (See "The Waiver System" below.)
-
All non-waiver fees are required
to be paid to the league office by October
1.
Starting
Line-ups
-
Starting Line-ups are required to be
submitted to the commissioner no later than 12:00pm ET on
Friday. (E-mail is preferred, but v-mail will also be
accepted.)

Exception #1:In weeks where there are Thursday night
games, line-ups must be submitted to the commissioner
by 02:00pm ET on Thursday.
-
Exception #2: For the week of Thanksgiving, line-ups must
be submitted by 02:00pm ET on the Wednesday before the
holiday begins.
-
Failure to submit a line-up shall
result in the previous week’s lineup being
used.
-

If a player started by default
has a bye week, the backup player will be started
instead.
-
If a second player at the same
position also has a bye week, they will still be part
of the starting line-up.
-
Failure of an owner to make
contingency plans for submitting a line-up shall not be
the responsibility of the commissioner or other
owners! NO
EXCEPTIONS!

"Scab Rule": In the case of bye weeks, any team without enough
players to fill out their starting roster will be allowed
to make a one week pickup of available players. This will
be on a first come, first served basis after the weekly
waiver period has expired. (See "The Waiver System"
below.)
The Waiver
System
-
The waiver system utilized by the
SFFL is a partially restricted system. See the rules below
for details.
-
Each team will be allowed 5 free
waiver moves per season.
-
Additional waiver moves can be made
at a cost of $3.00 per transaction. This fee is due to the league office within 7 day
of the waiver transactions. Failure to comply will result
in an additional late fee of $2.00.
-
The waiver system does not take
affect until after kickoff of the first game of the
season.
-
All request for waiver moves shall be
sent to the league's Waiver Coordinator. If at all
possible, requests should be submitted by e-mail with a
subject of "Waiver Move". V-mail will be accepted as a
secondary method.

All collected waiver fees shall be
split between the Divisional Champions at the completion of
the season.

The Restricted Waiver
Period:
-
-
Waiver moves will be
restricted from 7:00am ET Monday until 12:00pm ET
Wednesday.
-
All teams will have an
assigned position on the team waiver list.
Initially this shall be the reverse of the draft
order. (i.e. First to draft is last and last is
first on the waiver list.)
-
When you initiate a waiver
move you relinquish your current position on the
list and are placed at the bottom.
-
You may initiate more that
one waiver move at a time. After the first waiver,
your second waiver will have to wait to clear past
everyone else as your team is now at the bottom of
the waiver list.
-
If your request is bumped by
another team that is higher on the waiver list, you
will be notified by the Waiver Coordinator. This
will allow you to submit a second request if you so
choose.
-
The Waiver Coordinator will
publish any transactions that occurred during the
Restricted Waiver Period, as well as a new team
waiver list by 5:00pm ET on Wednesday.

Waivers are not allowed
between 12:00pm ET and 5:00pm ET on
Wednesday.
-
After 5:00pm ET Wednesday the
Unrestricted Waiver Period begins.
-
The Unrestricted Waiver
Period:

The Unrestricted Waiver
Period will be available from Wednesday at 5:00pm
ET until Friday at 12:00pm ET when starting line
ups must be submitted to the league office.

Any team, may immediately
claim any available free agent during the
unrestricted period regardless of their position on
the team waiver list.

Exception #1:In weeks where there are Thursday
night games, the unrestricted period will end at
2:00pm ET on Thursday.

Exception #2: For the week of Thanksgiving the
unrestricted period will be from 2:00pm ET until
6pm ET on the Wednesday prior to
Thanksgiving.
